OSRAA was born from a simple belief: every Oregon senior deserves access to informed, ethical guidance when exploring their care options. What started as a handful of referral professionals meeting in Portland has grown into a statewide organization that sets the standard for our industry.
Oregon's Senior Living Consumer Protection Act
In 2018, OSRAA spearheaded landmark legislation in Oregon to establish formal oversight of referral agencies operating in the senior care space. This act ensures that every agency working with vulnerable seniors meets rigorous professional standards, protecting families and elevating the quality of referrals statewide.

OSRAA Founded
Four cooperating senior care referral agencies came together to form the Oregon Senior Referral Agency Association, establishing a professional standard for the industry in Oregon.
Bylaws & Code of Ethics Established
OSRAA formally adopted its governing bylaws and Code of Ethics, requiring all members to uphold transparency, honesty, and a family-first approach in every referral.
Non-Profit Status & Vacancy Report
OSRAA achieved official non-profit status, solidifying our mission-driven approach. The same year, we launched our Vacancy Report system to help families find available care options.
CEU/OEU Requirement Introduced
The Continuing Education Unit (CEU) and Oregon Education Unit (OEU) requirements were established, ensuring members maintain professional development and stay current with industry best practices.
Legislative Advocacy Success
OSRAA authored and championed legislation through the Oregon Legislature to establish registration requirements for senior referral agencies, creating formal oversight for the industry.
Regulatory Rules Written
Working closely with state officials, OSRAA helped draft the administrative rules that would govern the new registration requirements, ensuring practical and effective regulation.
Registration Implemented
Oregon's landmark senior referral agency registration requirement went into effect, making Oregon a leader in consumer protection for families seeking senior care guidance.
